SecAlliance CBEST is a consulting service that provides intelligence-led penetration testing assessments for systemically critical organizations in the UK's financial services sector. The service follows the CBEST framework established by the Prudential Regulation Authority (PRA), Bank of England, and Financial Conduct Authority (FCA). The service consists of two main components: Threat Intelligence Assessment - Provides detailed analysis of an organization's threat landscape through external assessment using structured analytical techniques. Identifies relevant threat actors based on the organization and its critical business functions, creates realistic threat scenarios with threat level scoring, use cases, and threat actor profiling. Scenarios incorporate MITRE ATT&CK tactics, techniques, and sub-techniques. Targeting Assessment - Conducts in-depth review of an organization's attack surface from a threat actor perspective. Performs attacker-like reconnaissance against the organization, its assets, and personnel using technical and manual collection techniques. Findings explain how gathered information can be leveraged by threat actors to mount attacks. The service is delivered by Certified Threat Intelligence Managers and works with all stakeholders in the CBEST programme including the PRA, NCSC, and red team providers. SecAlliance is CBEST approved and CREST certified, positioning itself as one of the founding contributors to the CBEST framework.
