How are tools chosen for a shortlist?

Commercial products only, one product per company, and companies that were absorbed after an acquisition are excluded. Candidates are ranked by market signals and then reviewed editorially. Every shortlist links to the full methodology.

Are paid placements included in shortlists?

Yes, and they are labeled. Verified and Featured customers keep the placement they paid for, marked as such on the page. Paid tools are left out of the ranked list in the page's structured data so the organic order stays clean.
