What is Tabletop Exercise (TTX)?
Tabletop Exercise (TTX) is a discussion-based rehearsal in which key decision makers talk through their responses to a simulated incident scenario without activating real systems or defenses. It is used to surface gaps in plans, communication, and roles before an actual crisis occurs.
What it is
A tabletop exercise is a structured, facilitated conversation. A moderator presents an incident scenario, such as a ransomware outbreak or a data breach, and participants describe what they would do at each stage. No live systems are touched. The goal is to test the plan, not the technology.
Participants typically include security leadership, IT operations, legal, communications, and executive stakeholders. Sessions last two to four hours and follow a written scenario called an "inject sequence," where new developments are introduced to push the conversation forward.
Why it matters
Most organizations have incident response plans that have never been tested. A tabletop exercise reveals:
- Unclear ownership: who declares an incident, who notifies regulators, who talks to the press
- Missing playbooks: steps that exist in theory but have no documented procedure
- Communication gaps: teams that do not know how to reach each other during an outage
- Untested assumptions: decisions that depend on data or tools that may not be available
Regulators and cyber insurers increasingly ask for evidence that tabletop exercises have been conducted. Frameworks such as NIST CSF and CISA guidelines recommend them as part of a mature incident response program.
