OWN-CERT is a Computer Emergency Response Team (CERT) service operated by OWN, established in 2013 to serve OIV (Operators of Vital Importance), CAC40, and SBF120 organisations. In 2021, OWN extended the service with a subscription model aimed at SMEs and mid-sized organisations, providing 24/7 incident response capabilities. The service is staffed by 28 analysts covering two core disciplines: **DFIR (Digital Forensics and Incident Response):** Analysts provide on-demand or on-site support for security incident management, digital investigation, malicious code analysis, and delivery of reports and bulletins covering vulnerabilities and TTPs (Tactics, Techniques and Procedures). **CTI (Cyber Threat Intelligence):** Analysts track and analyse adversary methods, motivations, malware, and attack infrastructure on a daily basis. They identify criminal activity online, produce contextualised security bulletins, and deliver sector-specific or custom threat landscape reports. Intelligence collection spans both technical and non-technical domains (geopolitical, economic, sector-specific). The team comprises cybersecurity engineers, incident response analysts, geopolitical analysts, cybercrime analysts, OSINT analysts, malware analysts, forensic experts, SOC analysts, legal specialists, and data analysts. The team is multilingual, covering Russian, Chinese, Arabic, Korean, Ukrainian, Romanian, German, Spanish, and English. OWN-CERT produced over 400 threat analysis and detection reports in 2023. The service is documented in accordance with RFC 2350.
