CISEN (CIS Encrypted Network) is a software-defined network that provides encrypted connectivity with IP obfuscation capabilities. The platform uses ML-KEM encryption with 4024-bit keys, a post-quantum computing resistant algorithm selected by NIST, to protect data in transit and at rest. The network architecture employs multiple layers of encrypted tunnels through a proprietary randomization algorithm rather than traditional proxy or Tor protocols. Traffic is routed through randomized paths using private IP schemes (10.x.x.x and 192.x.x.x), with the ability to generate 120 possible paths on a five-node configuration to avoid pattern-of-life detection. CISEN operates as a private network ecosystem with managed attribution services to ensure anonymity. The infrastructure includes redundant servers with automatic failover capabilities, load balancing, and DDoS protection. The network supports dynamic configuration changes and rapid teardown capabilities. The platform is hardware and software agnostic, designed for use cases including secure communication between data centers, financial transactions, dark web research, cryptocurrency exchanges, and protecting sensitive data in transit. The technology has been deployed by the United States military and is classified as Technology Readiness Level 9 (TRL9). CISEN servers are configured with non-routable objects and managed through attribution mechanisms to maintain security and anonymity for both source and destination IP addresses.
