## Executive summary

As of November 2026, CybersecTools tracks 279 companies that sell network security solutions as their main business. Zero Trust Network Access is part of that family. The largest groups are based in the United States, Israel and the United Kingdom. In the last 12 months they raised $51M across 10 funding rounds, 5 companies were acquired and 4 new companies started in the last two years.

From that field we chose seven products that let your staff reach private apps without putting them on the network. Zscaler Private Access suits large companies that want user-to-app connections brokered in the cloud, with inline inspection of private app traffic. Netskope One Private Access fits teams that want to replace a VPN with one client, one policy engine and one console. Palo Alto Networks sells ZTNA 2.0 as part of Prisma Access, and it keeps checking each connection after access is granted.

The main choice is which platform you already run. Microsoft Entra Private Access ties access to Entra ID and Conditional Access. Fortinet Universal ZTNA is built into FortiOS on FortiGate. Cloudflare Access puts a login in front of internal apps fast. Cato Networks Universal ZTNA lets you use an agent on devices or connectors in your network.

Ask each vendor how non-web apps such as SSH and RDP are handled, because that is where products differ most.

## How we evaluated

We looked at 82 zero trust network access solutions from 73 companies, and the 7 on this page made the cut. We combined our judgment from years of leading enterprise security programs with market data from [Mandos](https://mandos.io/data/companies?utm_source=cybersectools.com&utm_medium=shortlist), our market intelligence platform, and with the vendor and review pages listed under Sources at the end of this page. For customer feedback, we left out paid reviews, reviews by vendor staff or partners, review campaigns and anything older than two years, so you get an accurate view of what customers say.

Four traits mattered most: access to one app at a time, never the whole network; checks on identity and device for every request; support for web and non-web apps; and clear policies and logs. We left out remote access built only for OT, device-trust-only products and DNS filters. The order follows how widely each product is used by teams like yours. Company momentum shows how the vendor itself is growing, so a market leader can rank first with a lower score.

## What is Zero Trust Network Access

Zero trust network access (ZTNA) products give users access to one private application at a time, instead of the whole network. Each request is checked against who the user is, the state of their device and other context. The apps stay hidden from the internet, and users never land on the network itself.

This matters because a stolen VPN login can open the whole network to an attacker. ZTNA limits each user to the apps they need, so one stolen account reaches far less. It also replaces VPN hardware that is hard to scale, and it gives contractors and partners access without a full network connection.

#### Our take

Zscaler Private Access (ZPA) brokers one-to-one connections between approved users and specific private apps, so users never join the network. AI-powered app segmentation finds apps and suggests segments and policies, and AppProtection adds full inline inspection of private app traffic. ZPA also offers privileged remote access, browser access, a Private Service Edge for on-premises use and business continuity access during outages.

It earns its place because it inspects private app traffic as well as brokering it, so access and threat checks happen in one step. It runs as a hybrid service from SMB to enterprise, with on-premises edges if some traffic must stay local. Only AWS and Azure are listed as integrations, so ask how ZPA works with your identity provider and SIEM.

#### Zscaler Private Access (ZPA) main features

- AI-powered app segmentation
- Workload-to-workload segmentation

- Pricing: Contact sales

#### Our take

Netskope One Private Access (NPA) is built to replace a VPN. Each user reaches only the apps that policy allows, the apps stay off the public internet, and it supports any client-to-server TCP and UDP traffic. A cloud broker checks identity, device posture and policy, and publishers run next to your apps on AWS, Azure, GCP, VMware ESXi or Linux. Browser Access lets contractors and BYOD users open web apps, RDP and SSH with no install, and it works with Okta and Active Directory.

It belongs here because it handles non-web traffic and unmanaged devices in the same product, so SSH, RDP and contractor access do not need a second path. Its size fit is mid-market and enterprise. Run App Segment Discovery before you write rules, because it shows the ports and hosts each app really needs.

#### Netskope One Private Access main features

- Zero trust access to private apps as VPN replacement
- Private Access Broker checks identity and device posture
- Publishers deployed on-premises or in the cloud
- TLS 1.2 encrypted tunnels between client and publisher
- Access for any client-to-server TCP and UDP traffic
- Clientless browser access to web apps, RDP and SSH
- App Segment Discovery of app ports and hosts
- Layer 3 server-to-client access with Optimized Access

#### Netskope One Private Access main integrations

Okta, Microsoft Active Directory Domain Services

- Ask which parts need the wider Netskope One platform

### 3. Palo Alto Networks Prisma Access ZTNA 2.0

**[Palo Alto Networks](https://mandos.io/data/companies/palo-alto-networks?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Cloud-delivered ZTNA 2.0 for private apps with app-level least-privilege access.

Santa Clara, United States · Founded 2005 · Public company · Momentum 85/100 (Mandos)

Certifications: SOC 2, ISO 27001, FedRAMP, PCI DSS, HIPAA

**Best for:** Prisma Access customers wanting app-level private access

- Headquarters: Santa Clara, United States
- Founded: 2005
- Ownership: Public company (PANW)
- Deployment: Cloud
- Company size: Mid-Market, Enterprise
- NIST CSF: Protect, Detect
- Pricing: Contact sales

#### Our take

Palo Alto Networks sells ZTNA 2.0 as part of Prisma Access, its cloud-delivered security service. It gives users and branch sites least-privilege access to cloud-native and legacy private apps, and checks keep running after access is granted. The ZTNA Connector sets up IPSec tunnels for you, and apps can be defined by FQDN, wildcard, IP or subnet. It connects to Okta, Entra ID, PingOne, Intune, Jamf, ServiceNow, Splunk and Microsoft Sentinel.

It earns its place for control inside the session, because App-ID can allow an app but block an upload, and one DLP policy can cover private and SaaS apps. Support for overlapping subnets helps after a merger. It comes as part of Prisma Access for mid-market and enterprise, so weigh it as a platform decision rather than a stand-alone ZTNA buy.

#### Palo Alto Networks Prisma Access ZTNA 2.0 main features

- App and sub-app level access control with App-ID
- Continuous trust checks with App-ID, User-ID and Device-ID
- Ongoing threat inspection of allowed traffic
- One DLP policy across private and SaaS apps
- ZTNA Connector with automated IPSec tunnel setup
- App targets by FQDN, wildcard, IP or subnet
- Support for overlapping private networks
- App discovery from an IdP via Cloud Identity Engine

#### Palo Alto Networks Prisma Access ZTNA 2.0 main integrations

Okta, Microsoft Entra ID, PingOne, PingFederate, Microsoft Intune, Jamf, ServiceNow, Microsoft Sentinel, Microsoft Purview, Microsoft Defender for Cloud Apps, Azure Virtual Desktop, Splunk, Exabeam, Google Chronicle

#### Before you buy

Where it is strong:

- Sub-app controls such as uploads and downloads
- Ongoing checks after access is granted
- Handles overlapping networks after a merger

Ask in the demo:

- Confirm you run Prisma Access 5.0 or later

### 4. Microsoft Entra Private Access

**[Microsoft](https://mandos.io/data/companies/microsoft?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Identity-based zero trust access to private apps that replaces the legacy VPN.

Redmond, United States · Founded 1975 · Public company · Momentum 59/100 (Mandos)

Certifications: SOC 2, ISO 27001, FedRAMP, PCI DSS, HIPAA

**Best for:** Companies that run identity on Microsoft Entra ID

Product page: https://cybersectools.com/tools/microsoft-entra-private-access

#### At a glance

- Vendor: Microsoft
- Headquarters: Redmond, United States
- Founded: 1975
- Ownership: Public company (MSFT)
- Deployment: Hybrid
- Company size: Mid-Market, Enterprise
- NIST CSF: Protect, Detect
- Pricing: Contact sales

#### Our take

Microsoft Entra Private Access gives users access to private apps without a VPN, in the office or remote. Access is tied to identity in Microsoft Entra ID, and Conditional Access policies decide who gets in. You can start with Quick Access, which works much like a VPN, then move to per-app rules for each TCP or UDP app. It can add MFA in front of Kerberos and NTLM, and its connectors run on Windows Server with outbound connections only. Logs go to Splunk, ArcSight, QRadar and Sumo Logic.

If identity already runs on Entra ID, this reuses your Conditional Access rules as access rules, so there is no second policy engine to run. The MFA for legacy protocols suits mid-market and enterprise estates with older Windows apps. Check licensing first, because users also need Entra ID P1 or P2.

#### Microsoft Entra Private Access main features

- Quick Access tunnels for private IP ranges and FQDNs
- Per-app access for TCP and UDP applications
- Conditional Access policies with MFA for private apps
- MFA in front of legacy protocols like Kerberos and NTLM
- Kerberos single sign-on to on-premises resources
- Application discovery of app segments users access
- Private DNS resolution for internal domain names
- Outbound-only private network connectors on Windows Server

#### Microsoft Entra Private Access main integrations

Splunk, ArcSight, QRadar, Sumo Logic

#### Before you buy

Where it is strong:

- Conditional Access for private apps
- MFA in front of Kerberos and NTLM
- Quick Access eases the move off a VPN

Ask in the demo:

- Count the Entra ID P1 or P2 licenses you already own
- Plan Windows Server hosts for connectors
- Test per-app rules on your non-web apps

### 5. Cloudflare Access

**[Cloudflare, Inc.](https://mandos.io/data/companies/cloudflare-inc?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Cloudflare Access is a zero trust network access solution that secures applications and resources by implementing identity-based authentication and authorization without traditional VPN infrastructure.

San Francisco, United States · Founded 2009 · Public company · Momentum 65/100 (Mandos)

Certifications: SOC 2, ISO 27001, ISO 27017, ISO 27018, FedRAMP, PCI DSS

**Best for:** Teams wanting a fast login in front of internal apps

Product page: https://cybersectools.com/tools/cloudflare-access

#### At a glance

- Vendor: Cloudflare, Inc.
- Headquarters: San Francisco, United States
- Founded: 2009
- Ownership: Public company (NET)
- Deployment: Cloud
- Company size: Startup, SMB, Mid-Market, Enterprise
- NIST CSF: Protect, Detect
- Starting price: From $7 per user per month

#### Our take

Cloudflare Access puts identity-based access policies in front of apps, with support for several identity providers at once and device posture checks. Web apps work without a client, and SSH and VNC run in the browser. A policy tester shows who a rule lets in before you apply it, service tokens let automated systems reach apps, and it works with Google Workspace, Microsoft 365 and Terraform.

It earns a place because it can run several identity providers at once, which suits companies with contractors or a merger still in progress. It is a cloud service with a size fit from startups to enterprise, and Terraform support lets you manage policies as code. Ask how it handles non-web apps beyond SSH and VNC, since those are the only ones listed.

#### Cloudflare Access main features

- Customizable access policies
- Policy tester
- Identity provider authentication
- Multiple concurrent identity providers
- Identity-based context rules
- Device posture integration
- Clientless access for web apps
- Browser-based SSH and VNC

#### Cloudflare Access main integrations

Google Workspace, Microsoft 365, Terraform

#### What customers say

Sentiment: 65% positive · 30% mixed · 5% negative (from first-hand public reviews and comments, 2024 to 2026).
Most praised: Ease of use.
Most criticized: Setup, Missing features.

Cloudflare Access puts a login in front of internal apps and admin pages, and customers like that the check happens on Cloudflare's side, so nobody reaches your server until they pass. Simple setups go live quickly, and with a free plan that covers a lot, reviewers see it as good value. That said, setup gets harder across a wide environment, and support can be slow to answer open cases.

#### Before you buy

Where it is strong:

- Fast to put in front of internal apps
- Browser-based SSH and VNC
- Free plan to start

Ask in the demo:

- Test setup across your largest environment
- Ask about support response times
- Check which features need the paid plan

### 6. Cato Networks Universal ZTNA

**[Cato Networks](https://mandos.io/data/companies/cato-networks?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Cloud-based ZTNA solution for secure remote access to applications

Tel Aviv, Israel · Founded 2015 · $1.2B raised · Momentum 70/100 (Mandos)

Certifications: SOC 2, ISO 27001, ISO 27017, ISO 27018, PCI DSS, CSA STAR

**Best for:** Teams wanting agent or connector access from one cloud

Product page: https://cybersectools.com/tools/cato-networks-ztna

#### At a glance

- Vendor: Cato Networks
- Headquarters: Tel Aviv, Israel
- Founded: 2015
- Deployment: Cloud
- Company size: SMB, Mid-Market, Enterprise
- NIST CSF: Protect
- Pricing: Contact sales

#### Our take

Cato Networks Universal ZTNA denies access by default. It checks identity and MFA, then applies policy based on user identity, location and device posture, and limits each user to the apps set in policy. You can deploy it with an agent on devices or with connectors in your network, and a reverse proxy supports unmanaged devices. It connects to Okta, Entra ID, Duo, JumpCloud, PingOne, CyberArk, SentinelOne and Splunk.

It earns its place because it is sold as its own product, licensed per user, so you can start with ZTNA and add other Cato modules later. That suits SMB to enterprise teams that want a path to a wider cloud platform without buying it all at once. Choose between agent and connector early, because the agent gives deeper endpoint visibility while connectors work on any platform.

#### Cato Networks Universal ZTNA main features

- Identity verification and multi-factor authentication
- Policy-based access control using user identity, location, and device posture
- Network microsegmentation with software-defined security perimeters
- Agent-based and service-based deployment models
- Secure tunnels between ZTNA service and corporate resources
- Support for managed and unmanaged devices via reverse proxy
- Access logging and monitoring
- Application obfuscation from public Internet

#### Cato Networks Universal ZTNA main integrations

Okta, Microsoft Entra ID, OneLogin, JumpCloud, PingOne, PingFederate, Duo, CyberArk, ForgeRock, HENNGE One, OneWelcome, RSA, SafeNet, Keycloak, SentinelOne, CrowdStrike, Microsoft Defender for Endpoint, Microsoft Intune, Splunk, Microsoft Sentinel, Google Chronicle, Sumo Logic, Rapid7, Arctic Wolf

#### Before you buy

Where it is strong:

- Agent and connector deployment options
- Reverse proxy for unmanaged devices
- Deny-by-default access

Ask in the demo:

- Decide between agent and connector setups
- Ask which other Cato modules you would need later
- Test access from unmanaged devices

### 7. Fortinet Universal ZTNA

**[Fortinet](https://mandos.io/data/companies/fortinet?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Zero trust app access for remote and office users, built into FortiGate and FortiClient.

Sunnyvale, United States · Founded 2000 · Public company · Momentum 75/100 (Mandos)

Certifications: SOC 2, ISO 27001, FedRAMP, PCI DSS, HIPAA

**Best for:** FortiGate customers moving from VPN to ZTNA

Product page: https://cybersectools.com/tools/fortinet-universal-ztna

#### At a glance

- Vendor: Fortinet
- Headquarters: Sunnyvale, United States
- Founded: 2000
- Ownership: Public company (FTNT)
- Deployment: Hybrid
- Company size: Mid-Market, Enterprise
- NIST CSF: Protect, Detect
- Pricing: Contact sales

#### Our take

Fortinet Universal ZTNA applies the same policies to remote and office users. Before each grant it checks user identity, device identity and device posture, and each grant covers one app for that session. A FortiGate running FortiOS 7.0 or later acts as the gateway, with access proxies for web apps, other TCP apps and SSH, and FortiClient shares posture data through FortiClient EMS. It works with Microsoft Entra ID and Intune.

It is on the list because Fortinet says ZTNA is built into FortiOS, so if you run FortiGate you can move from VPN to ZTNA at no added cost. The gateway sits on your own firewalls, which suits mid-market and enterprise sites that want access enforced on premises. If you do not run FortiGate, much of that case falls away.

#### Fortinet Universal ZTNA main features

- ZTNA application gateway built into FortiOS on FortiGate
- User identity, device identity and posture checks
- Per-session access to a single application
- Security posture tags from FortiClient EMS
- HTTPS access proxy for web applications
- TCP forwarding access proxy for TCP applications
- SSH access proxy for server connections
- Automatic TLS encryption from endpoint to access proxy

#### Fortinet Universal ZTNA main integrations

Microsoft Entra ID, Microsoft Intune

#### Before you buy

Where it is strong:

- Built into FortiOS on FortiGate
- Same policies for office and remote users
- Access proxies for web, TCP and SSH

Ask in the demo:

- Confirm your FortiGates run FortiOS 7.0 or later
- Ask which FortiClient EMS license you need
- Test your non-web apps through the TCP proxy

## CISO checklist for selecting a Zero Trust Network Access product

Work through these steps in order to go from a VPN to a contract you can defend.

1. **List the apps users reach today.** Access is granted one app at a time.
2. **Mark which apps are web and which are not.** Non-web apps are where products differ.
3. **Confirm your identity provider is supported.** Every access check starts with identity.
4. **Decide which device checks you need.** Device posture blocks risky laptops.
5. **Plan access for contractors and partners.** They should not need a full network link.
6. **Run a pilot with a few apps and users.** Real traffic shows speed and gaps.
7. **Check where logs go and in what format.** Your security team needs every access attempt.
8. **Ask how access works during an outage.** Users still need to work.
9. **Price per user or per app for three years.** Pricing models differ widely.

## Frequently Asked Questions

### What is the difference between ZTNA and a VPN?

A VPN puts the user on the network. ZTNA gives access to one app at a time, after checking the user and device, so a stolen login reaches far less.

### How is ZTNA different from SASE?

ZTNA covers access to private apps. SASE bundles ZTNA with web security and networking. Some vendors here sell ZTNA alone and inside a SASE suite.

### Can ZTNA handle SSH, RDP and other non-web apps?

Most products here can, but the method differs. Some use a client, some run sessions in the browser. Test your own non-web apps during a pilot.

### Do we need an agent on every device?

Not always. Web apps often work clientless through the browser. Non-web apps and device posture checks usually need a client or a device manager.

### How do we move off our VPN?

Start with a few apps and a small group of users. Move app by app, keep the VPN as a fallback, and retire it once the last app moves.
