## Executive summary

As of November 2026, CybersecTools tracks 405 companies that sell IAM solutions as their main business. The largest groups are based in the United States, Canada and Israel. In the last 12 months they raised $4.3B across 60 funding rounds, 24 companies were acquired and 34 new companies started in the last two years.

From that field we chose seven solutions that manage who your staff are and what they can reach, from first login to last day. Microsoft Entra ID suits companies on Microsoft 365, because it already runs their sign-in and may come with their license. Okta Workforce Identity fits companies with many cloud apps from different vendors, because it connects to apps quickly and automates onboarding and offboarding. SailPoint Human Fabric suits large companies that need strict access reviews and governance for audits.

The main choice is between access and governance. Access products such as Entra, Okta and JumpCloud handle sign-in, MFA and the directory. Governance products such as SailPoint, Saviynt, One Identity Manager and Oracle Access Governance decide who should have which access and prove it to auditors. Many companies run one of each.

Ask each vendor how many of your apps it connects to out of the box, because custom connectors drive cost and time.

## How we evaluated

We looked at 882 IAM solutions from 472 companies, and the 7 on this page made the cut. We combined our judgment from years of leading enterprise security programs with market data from [Mandos](https://mandos.io/data/companies?utm_source=cybersectools.com&utm_medium=shortlist), our market intelligence platform, and with the vendor and review pages listed under Sources at the end of this page. For customer feedback, we left out paid reviews, reviews by vendor staff or partners, review campaigns and anything older than two years, so you get an accurate view of what customers say.

Four traits mattered most: single sign-on and MFA across many apps; automated joiner, mover and leaver steps; access reviews for audits; and ready-made connectors to HR systems and apps. Our Access Management and PAM shortlists cover sign-in and privileged accounts in more depth. The order follows how widely each product is used by teams like yours. Company momentum shows how the vendor itself is growing, so a market leader can rank first with a lower score.

## What is IAM

Identity and access management (IAM) products control who can sign in and what each person can reach. Access products give staff one sign-in with MFA for every app and keep a central directory of users and devices. Governance products automate joining, moving and leaving, run access reviews and enforce rules such as separation of duties.

This matters because stolen or leftover logins are behind many breaches, and auditors expect proof of who has access to what. IAM shrinks that risk by giving people only the access they need and removing it when they leave, and it gives you the record to show auditors.

### 1. Microsoft Entra ID

**[Microsoft](https://mandos.io/data/companies/microsoft?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Cloud-based identity and access management solution for enterprises

Redmond, United States · Founded 1975 · Public company · Momentum 59/100 (Mandos)

Certifications: SOC 2, ISO 27001, FedRAMP, PCI DSS, HIPAA

**Best for:** Companies running Microsoft 365

Product page: https://cybersectools.com/tools/microsoft-entra-id

#### At a glance

- Vendor: Microsoft
- Headquarters: Redmond, United States
- Founded: 1975
- Ownership: Public company (MSFT)
- Deployment: Cloud
- Company size: SMB, Mid-Market, Enterprise
- NIST CSF: Protect
- Starting price: From $7 per user per month

#### Our take

Microsoft Entra ID provides single sign-on, MFA, passwordless sign-in and risk-based conditional access for cloud and on-premises apps. It adds privileged identity management with just-in-time access and self-service password reset. It already runs sign-in for Microsoft 365, so many companies own much of it through their license.

It connects to apps such as ServiceNow, Salesforce, Slack, Workday, SAP SuccessFactors, AWS and Google Cloud.

Entra ID earns its place because it is often already your identity provider, so the question is how far to extend it rather than whether to buy it. It fits companies of any size on Microsoft 365. Map what your current license includes against what you need, such as privileged identity management, before you add a second identity product.

#### Microsoft Entra ID main features

- Multi-factor authentication (MFA)
- Single sign-on (SSO)
- Passwordless authentication
- Risk-based conditional access policies
- Identity protection with machine learning
- Privileged identity management (PIM)
- Just-in-time access controls
- Self-service password reset and account management

#### Microsoft Entra ID main integrations

Atlassian Cloud, ServiceNow, Slack, SuccessFactors, Workday, Amazon Web Services, Alibaba Cloud Service, Google Cloud Platform, Salesforce, SAP Cloud Identity Services

#### What customers say

Sentiment: 82% positive · 18% mixed · 0% negative (from first-hand public reviews and comments, 2025 to 2026).
Most praised: Access control, Single sign-on, Multi-factor login.
Most criticized: Licensing, Speed.

Entra ID is the sign-in layer for most of these customers, so one account gets people into Microsoft 365, Azure and the other apps they connect, and many keep it in sync with their own Active Directory. Conditional Access is the part they rate highest, because it lets them require MFA or block sign-ins by location, device or risk. What frustrates them sits around the product, since licensing is hard to work out and support tickets start at the first line even for expert admins, so hard problems take longer to fix.

#### Before you buy

Where it is strong:

- Built into Microsoft 365 sign-in
- Risk-based conditional access
- Just-in-time privileged access

Ask in the demo:

- Check which Entra features your license includes
- Ask how governance features are licensed
- Test connectors for your non-Microsoft apps

### 2. Okta Workforce Identity

**[Okta](https://mandos.io/data/companies/okta?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Enterprise identity and access management platform for workforce security

San Francisco, United States · Founded 2009 · Public company · Momentum 78/100 (Mandos)

Certifications: SOC 2, ISO 27001, FedRAMP, PCI DSS, HIPAA, CSA STAR

**Best for:** Companies with many cloud apps

Product page: https://cybersectools.com/tools/okta-workforce-identity-cloud

#### At a glance

- Vendor: Okta
- Headquarters: San Francisco, United States
- Founded: 2009
- Ownership: Public company (OKTA)
- Deployment: Cloud
- Company size: Mid-Market, Enterprise
- NIST CSF: Identify, Protect, Detect
- Starting price: From $6 per user per month

#### Our take

Okta Workforce Identity combines single sign-on, adaptive MFA, FastPass passwordless sign-in and a universal directory with lifecycle management and identity governance. Workflows automate onboarding and offboarding across connected apps. It also adds identity threat protection, posture management and privileged access for critical accounts, and it works with security products such as CrowdStrike.

Okta is on the list because it is not tied to one app suite, so it fits a mid-market or enterprise company whose apps come from many vendors. One platform can cover sign-in, lifecycle and governance, which means fewer handoffs when people join or leave. If strict access reviews or privileged access are your main need, compare those parts with the specialist products on this list.

#### Okta Workforce Identity main features

- Single Sign-On (SSO) with unified access across apps and devices
- Adaptive Multi-Factor Authentication with risk-aware policies
- FastPass phishing-resistant passwordless authentication
- Identity Security Posture Management for vulnerability identification
- Identity Threat Protection with Okta AI for real-time threat detection
- Universal Directory for centralized user, group, and device management
- Lifecycle Management for automated onboarding and offboarding
- Identity Governance for least-standing privilege enforcement

#### Okta Workforce Identity main integrations

CrowdStrike, GitLab

#### What customers say

Sentiment: 77% positive · 20% mixed · 3% negative (from first-hand public reviews and comments, 2026).
Most praised: Ease of use, Setup, Integrations.
Most criticized: Price, Missing features.

Admins who have run other identity platforms often call this the easier one to live with, because connecting new apps is quick, group rules are flexible and staff get one smooth sign-in with MFA. Workflows gets singled out, since teams use it to automate onboarding and offboarding. The catch is cost, because licenses are pricey. Long-time admins also say support now depends on which engineer you get, and that admin roles are too coarse, so some tasks still need full admin rights.

#### Before you buy

Where it is strong:

- Fast app connections for mixed cloud environments
- Workflows for onboarding and offboarding
- Phishing-resistant passwordless sign-in

Ask in the demo:

- Price the tiers that include the features you need
- Ask about support levels and response times
- Test workflows with your HR system

### 3. SailPoint Human Fabric

**[SailPoint](https://mandos.io/data/companies/sailpoint?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. AI-driven identity governance & access mgmt platform for enterprise IAM

Austin, United States · Founded 2005 · Public company · Momentum 74/100 (Mandos)

Certifications: SOC 2, ISO 27001, ISO 27017, ISO 27018, FedRAMP, HIPAA

**Best for:** Large companies needing strict governance

Product page: https://cybersectools.com/tools/sailpoint-identity-security-cloud

#### At a glance

- Vendor: SailPoint
- Headquarters: Austin, United States
- Founded: 2005
- Ownership: Public company (SAIL)
- Deployment: Cloud
- Company size: Mid-Market, Enterprise
- NIST CSF: Identify, Protect, Detect
- Pricing: Contact sales

#### Our take

SailPoint Human Fabric, formerly Identity Security Cloud, is a cloud identity governance platform. It automates joiner, mover and leaver steps, runs access certifications, enforces policies and uses AI to model roles and spot risky access. It gives real-time visibility of who can reach what across enterprise systems, with dashboards and audit trails.

Integrations include AWS, SAP, Microsoft Entra ID, ServiceNow, Salesforce, Oracle, Slack and GitHub.

SailPoint makes the list for governance, the part of identity that proves to auditors who has access and why. That suits mid-market and enterprise companies with strict compliance needs. It does not replace your sign-in layer, so plan it next to your identity provider and check that its connectors reach your key systems.

#### SailPoint Human Fabric main features

- AI-driven access modeling and role optimization
- Automated identity lifecycle management for joiners, movers, and leavers
- Automated provisioning and deprovisioning
- Access certification and compliance management
- Policy enforcement and audit trail visibility
- Identity analytics and behavioral analysis
- Anomaly detection and access risk identification
- Real-time access visibility across enterprise systems

#### SailPoint Human Fabric main integrations

Amazon Web Services, Claude Enterprise, SAP, Microsoft Entra ID, ServiceNow, Salesforce, Oracle, Google Drive, Slack, Zoom, DocuSign eSignature, GitHub, Duo, Okta, Workday, Dropbox

#### What customers say

Teams use SailPoint Identity Security Cloud to govern who has access to what, and customers credit it with strong access governance and reviews. The catch is maturity, because several say features they would expect as standard were missing, so check that what you need is there before you buy. Support and documentation also lag, which can leave teams working out answers on their own.

#### Before you buy

Where it is strong:

- Access certifications and policy enforcement
- AI role modeling and risk detection
- Automated joiner, mover and leaver steps

Ask in the demo:

- List the connectors you need and confirm they exist
- Ask how support escalations work
- Plan time for role design before rollout

### 4. Saviynt Identity Governance & Administration

**[Saviynt](https://mandos.io/data/companies/saviynt?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Identity governance & administration platform for managing access & compliance

El Segundo, United States · Founded 2010 · $1.1B raised · Momentum 80/100 (Mandos)

**Best for:** Companies governing human and machine identities

Product page: https://cybersectools.com/tools/saviynt-identity-governance-and-administration

#### At a glance

- Vendor: Saviynt
- Headquarters: El Segundo, United States
- Founded: 2010
- Deployment: Cloud
- Company size: Mid-Market, Enterprise
- NIST CSF: Govern, Protect
- Pricing: Contact sales

#### Our take

Saviynt Identity Governance & Administration automates identity lifecycle, access requests, approvals and certification campaigns, with AI recommendations to speed up decisions. It covers human, machine and AI agent identities across cloud, hybrid and on-premises systems.

It connects to AWS, SAP, ServiceNow, Salesforce, Snowflake, Epic, CrowdStrike and Wiz.

It earns its spot because one governance product covers people, machine accounts and AI agents, which matters if service accounts and AI agents are growing faster than your review process. Links to systems such as Epic and SAP make it a fit for mid-market and enterprise firms in healthcare and other regulated fields. Like any governance product, it sits next to your sign-in layer, so ask how the two share data.

#### Saviynt Identity Governance & Administration main features

- Identity lifecycle automation from onboarding to offboarding
- Access request and approval workflows
- Access certification campaigns and reviews
- AI-powered access recommendations and decision automation
- Support for human, non-human, and AI agent identities
- Multi-environment support for cloud, hybrid, and on-premises

Product page: https://cybersectools.com/tools/one-identity-identity-manager

#### At a glance

- Vendor: One Identity
- Headquarters: Aliso Viejo, United States
- Founded: 2016
- Deployment: Hybrid
- Company size: Mid-Market, Enterprise
- NIST CSF: Identify, Protect
- Starting price: Contact sales

#### Our take

One Identity Manager handles identity lifecycle, provisioning, attestation campaigns, role management and self-service access requests. It also offers governance for privileged access and playbooks for identity threat detection and response. It runs on premises or as a cloud service, and it connects to systems such as SAP and Active Directory.

It is on the list because it can run on your own servers, which suits companies that keep many older internal applications and cannot move governance to the cloud. That fits mid-market and enterprise estates built around SAP and Active Directory. One Identity is owned by Clearlake, so ask about the roadmap and which features differ between the on-premises and cloud versions.

#### One Identity Identity Manager main features

- Identity lifecycle management with automated provisioning

### 6. JumpCloud Open Cloud Directory

**[JumpCloud](https://mandos.io/data/companies/jumpcloud?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Cloud-based directory platform for identity, access, and device management

Louisville, United States · Founded 2012 · $417M raised · Momentum 50/100 (Mandos)

Certifications: SOC 2, ISO 27001, PCI DSS, HIPAA

**Best for:** Small and mid-sized teams with mixed devices

Product page: https://cybersectools.com/tools/jumpcloud-open-cloud-directory

#### At a glance

- Vendor: JumpCloud
- Headquarters: Louisville, United States
- Founded: 2012
- Deployment: Cloud
- Company size: Startup, SMB, Mid-Market, Enterprise
- NIST CSF: Identify, Protect
- Starting price: From $3 per user per month

#### Our take

JumpCloud Open Cloud Directory gives each user one identity across apps and devices, with single sign-on, MFA, password management, cloud LDAP, RADIUS and SSH keys. It also manages devices on all major operating systems, which replaces an on-premises domain controller for many teams.

It works with Microsoft 365, Google Workspace, Microsoft Entra ID and AWS.

JumpCloud makes the list because it combines directory and device management in a cloud service, so a small IT team can retire its domain controller. It sells from startups to enterprise but fits best where a few people run identity and devices together. If you need deep access reviews and certifications, pair it with a governance product.

#### JumpCloud Open Cloud Directory main features

- Unified identity per user
- Identity lifecycle automation
- Single sign-on
- Password management
- MFA/2FA
- Cloud LDAP
- RADIUS
- SSH key management

#### JumpCloud Open Cloud Directory main integrations

AWS, Google Workspace, Microsoft 365, Microsoft Entra ID

#### What customers say

JumpCloud puts users, devices and single sign-on in one place, so a new hire is set up once and their apps and laptop follow. Customers running a mix of Windows, Mac and Linux value that one console covers all three, and some lean on its logs to gather audit evidence. The catch is pace, because reports can take a while to pull the exact data you need and support can be slow to reply.

#### Before you buy

Where it is strong:

- Directory, sign-in and device management in one
- Covers all major operating systems
- No servers to run

Ask in the demo:

- Test reporting for your audit needs
- Price the plan at your expected size
- Check app connectors for your stack

### 7. Oracle Access Governance

**[Oracle](https://mandos.io/data/companies/oracle?utm_source=cybersectools.com&utm_medium=shortlist-md&utm_campaign=explore-in-mandos)**. Oracle Access Governance is an identity and access management solution that helps organizations control, monitor, and audit user access privileges across their IT environment.

Austin, United States · Founded 1977 · Public company · Momentum 63/100 (Mandos)

Certifications: SOC 2, ISO 27001, ISO 27017, ISO 27018, FedRAMP, PCI DSS

**Best for:** Oracle customers wanting cloud governance

Product page: https://cybersectools.com/tools/oracle-access-governance

#### At a glance

- Vendor: Oracle
- Headquarters: Austin, United States
- Founded: 1977
- Ownership: Public company (ORCL)
- Deployment: Cloud
- Company size: SMB, Mid-Market, Enterprise
- NIST CSF: Protect, Detect
- Starting price: From $0.005 per user per month

#### Our take

Oracle Access Governance provides user provisioning, access requests and event-based or periodic access reviews, with continuous discovery of users, groups, roles and permissions. It flags orphaned accounts and correlates access across clouds.

It connects to ServiceNow, Microsoft Entra ID, Active Directory, Atlassian Jira and Palo Alto Networks Prisma Cloud.

It earns a place as a cloud governance service that also reviews access when something changes, not only on a fixed calendar, so a role change can trigger a review right away. It is a natural fit if you already run Oracle applications, from SMB to enterprise. Its connector list is shorter than some on this list, so check that your main systems are covered.

#### Oracle Access Governance main features

- User provisioning
- Access reviews
- Identity analytics
- Continuous discovery of users, groups, roles and permissions
- Cross-cloud access correlation
- Access requests with role, attribute and policy-based access control
- Event-based and periodic access review campaigns
- Custom approval and review workflows

#### Oracle Access Governance main integrations

ServiceNow, Microsoft Entra ID, Microsoft Active Directory, Palo Alto Networks Prisma Cloud, Atlassian Jira

## How they fit your cybersecurity program (NIST CSF)

NIST CSF 2.0 has six functions: Govern, Identify, Protect, Detect, Respond and Recover. The grid shows which functions each pick maps to in our record, so you can see where a solution sits in your program and what it leaves to other controls.

All 7 solutions map to Protect. 1 of 7 maps to Govern. 4 of 7 map to Identify. 3 of 7 map to Detect. None map to Respond or Recover.

| Solution | Govern | Identify | Protect | Detect | Respond | Recover |
| --- | --- | --- | --- | --- | --- | --- |
| All solutions on this list | 1 of 7 | 4 of 7 | 7 of 7 | 3 of 7 | 0 of 7 | 0 of 7 |
| Microsoft Entra ID | – | – | 1 of 5 (Identity Management, Authentication, and Access Control) | – | – | – |
| Okta Workforce Identity | – | 2 of 3 (Asset Management, Risk Assessment) | 1 of 5 (Identity Management, Authentication, and Access Control) | 1 of 2 (Continuous Monitoring) | – | – |

| Oracle Access Governance | – | – | 1 of 5 (Identity Management, Authentication, and Access Control) | 1 of 2 (Continuous Monitoring) | – | – |

Each cell shows how many of the function's NIST CSF 2.0 categories the solution maps to, with the category names.

A product helps you reach these outcomes, but it does not make you compliant on its own. Your people and processes do the rest.

## CISO checklist for selecting an IAM product

Work through these steps in order to go from scattered accounts to a contract you can defend.

1. **List your apps and how users sign in to each.** Connector coverage drives cost and rollout time.
2. **Decide whether you need access, governance or both.** Products specialize in one side.
3. **Check what your current licenses already include.** You may already own sign-in and MFA.
4. **Map how joiners, movers and leavers work today.** Automation follows your HR process.
5. **Confirm a connector for your HR system.** HR is the usual source of truth for identities.
6. **Ask what audits need from access reviews.** Review design must match what auditors ask for.
7. **Run a pilot with a few key apps.** Real connectors show effort better than a demo.
8. **Ask how service accounts and AI agents are covered.** Non-human identities now outnumber people.
9. **Price the full user count for three years.** Tiers and add-ons often change the total.

## Conclusion

Start with your stack and your biggest gap. If you run Microsoft 365, Entra ID may already cover sign-in. If you have many cloud apps from different vendors, Okta connects them quickly. If auditors want proof of who has access to what, SailPoint, Saviynt, One Identity Manager or Oracle Access Governance handle governance.

JumpCloud suits small and mid-sized teams that want users, devices and sign-in in one cloud directory. For sign-in alone or privileged accounts, see our Access Management and PAM shortlists.

## Frequently Asked Questions

### What is the difference between IAM and IGA?

IAM is the wide category that covers sign-in, MFA, directories and governance. Identity governance and administration (IGA) is the part that decides who should have which access, runs access reviews and proves it to auditors.

### Do I need both an access product and a governance product?

Many large companies do. Access products handle sign-in and MFA, while governance products manage reviews and policies. Smaller companies often start with an access product that includes basic lifecycle automation.

### What are joiner, mover and leaver processes?

They are the steps when someone starts, changes role or leaves. Good IAM creates the right accounts on day one, adjusts access when roles change and removes everything on the last day.

### How long does an IAM rollout take?

Sign-in and MFA can go live in weeks. Full governance with role design and access reviews usually takes months, depending on how many apps and custom connectors you need.

### Can IAM manage service accounts and AI agents?

Some products here, such as Saviynt and SailPoint, now govern machine and AI agent identities too. Ask each vendor what non-human identities it covers today.
